The Communication on services of general interest, including social services of general interest, adopted in November 2007, crystallises the some results.

In particular: 
It emphasizes the importance of social services for the fulfilment of EU objectives. It lists a number of specific aims that social services are often meant to achieve. It then explains how these aims are reflected in the ways in which these services are organised, delivered and financed. It is an important step forward towards recognising the specificities of social services of general interest. 
It expresses the Commission's commitment to clarify the legal framework applicable to these services.
